Shana Baker, director of Office of Corporate Research, Technology, and Innovation Management at the Federal Highway Administration Turner Fairbank Research Center, will join Edward Mortimer in a conversation with PennDOT Secretary Leslie S. Richards about “The Infrastructure Imperative.”
In her role at FHWA, Baker oversees the development and implementation of policy, budgets, and communication strategies for the FHWA Research, Development, and Technology program.
Prior to her senior executive service appointment, she served as the special assistant to the Associate Administrator for Highway Policy and External Affairs. In this role, she provided support and advice in the delivery of critical agency initiatives, including developing outreach strategies and strategic plans. She also served as a community planner team leader in the Office of Human Environment, where she led staff in the development of a diverse portfolio of priority initiatives including bicycle and pedestrian policy, guidance, resources, and tools. In this role, she also promoted context-sensitive solutions and the Transportation Alternatives Program.
